Livery Changes

I have been playing The Crew 2 for about a year now and I've just recently started messing around with Livery's. I have been doing some pretty funny ones but I have 2 changes I would like. One is I want a tag just for anime( yes anime, it's for memes). Second of all I want the ability to type in a tag or name like in Forza so you don't have to search as much for what you want. That's all, what're your thoughts?

I noticed that my game wasn't running that smooth but the benchmark(and other programs like RTSS) was telling me that the game was running with 60FPS. I put a clip of the game in Premiere and saw that only every second frame is a new image. Is that a known issue and/or is there a fix for that?
